MASK POLICY: The Monroe County Health Department issued a new health order effective August 5, 2021, at 8 a.m. This health order requires masks indoors in public places regardless of vaccination status with some exceptions.

Climate Change: Act Local, Adaptation Policies (1 CM)
At the municipal level, we have the ability and ethical responsibility to adopt policies to mitigate and adapt to climate change. In this session, we will present and discuss three topical areas and code changes in order to start the hard work of climate adaptation in our communities. Areas discussed will be transportation, housing, and energy.

The panel will discuss the experience of Bloomington's update to its Unified Development Ordinance to allow duplexes throughout the city, the perspective as a consultant working with several communities in Indiana and elsewhere on diversifying housing stock, and findings from the summer study committee on affordable, workforce, and "missing middle" housing from around the state.

Insights from the City of Gary's 1st Bicycle and Pedestrian Plan (1 CM)
Developing the first bicycle and pedestrian master plan for a post-industrial city like Gary, Indiana would be challenging during the best of circumstance. Such an undertaking during COVID-19 presented unforeseen challenges and insights. Join us for an honest discussion about planning fatigue, the need for integrated equity and legacy environmental justice issues as they related to infrastructure, public health and connectivity and mobility within the context of redevelopment.

It’s raining again! Flood Resilient Strategies to Adapt to Climate Change (1 CM)
This presentation will look at climate data and projections for Indiana, provide evidenced impact of increased rainfall on stream corridors and the implication for development in the floodplain. It will present flood resilience strategies that are two-pronged. The first uses land-use planning policies to direct growth and development to safer areas that are less vulnerable to flooding. This will help to prevent the problem from spreading and getting worse. The second is to identify projects to protect the people and critical assets that already exist in the vulnerable flood risk areas. These flood resilience strategies may challenge planners to think differently about how to grow and develop while at the same time become resilient to the floods that have previously devastated so many communities.

1. Trends & Solutions for Bicycle and Pedestrian Safety Planning (1.CM)
This session will present the findings of a new statewide bicycle and pedestrian crash report that explores the data behind trends observed in Indiana and offers solutions to address the burdens of pedestrian and bicycle injuries and fatalities in our state. The presenters will discuss methods that are replicable for other communities to apply at a local scale. Opportunities and challenges for gathering, analyzing, and illustrating crash data will also be presented. The content of this session is the culmination of a cross-sector collaboration with multiple statewide partners, including the Indiana Department of Health, Indiana Department of Transportation, Indiana Criminal Justice Institute and Health by Design. Attendees will have the opportunity to discuss these trends and strategize about safety interventions and countermeasures moving forward.

Put It in the Bank: Break the Cycle of Blighted Property through Landbanking (1 CM)
A presentation on returning abandoned and blighted properties to productive use from Indiana's two operating land banks; Renew Indianapolis and Muncie Land Bank. These organizations will review their structures, partnerships, fundraising, as well as property acquisition successes and struggles. This presentation will be an educational experience on the underutilized resources, benefits, and services land banks provide for their communities.
